Abstract

The adoption of induction stoves has been promoted as a key strategy to support Indonesia’s energy transition, reduce greenhouse gas emissions, and achieve Nationally Determined Contribution (NDC) targets. However, despite their environmental and economic benefits, the adoption rate of induction stoves among Indonesian households remains very low. Previous studies have largely focused on technical, economic, and behavioral factors influencing adoption, while the moderating role of government policy has received limited attention. This study examines the effects of attitude, subjective norm, and perceived behavioral control on households’ intention to use induction stoves and investigates the moderating role of government policy within the Theory of Planned Behavior (TPB). A quantitative explanatory approach was employed using survey data collected from 130 household respondents across five provinces in Indonesia. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results show that attitude (β = 0.551, p < 0.001), perceived behavioral control (β = 0.452, p < 0.001), and subjective norm (β = 0.202, p = 0.001) positively and significantly influence intention, with attitude emerging as the strongest predictor. Government policy strengthens the effects of attitude (β = 0.102, p = 0.049) and perceived behavioral control (β = 0.120, p = 0.019), while weakening the effect of subjective norm (β = –0.144, p = 0.009). These findings extend TPB by highlighting the importance of government policy in accelerating household adoption of clean cooking technologies.
