Analysis Of The Decision-Making Process For Evaluating Changes To The Scope Of Contracts (PLK): A Qualitative Study Of The Project Acceleration Unit (UPP) At SKK Migas
Abstract
Massive upstream oil and gas projects frequently require Contract Scope Changes (Perubahan Lingkup Kontrak/PLK). This study analyzes the technical evaluation decision-making process of the SKK Migas Project Acceleration Unit (UPP) in navigating bounded rationality under strict deadlines, focusing on the utilization of tacit knowledge. Employing a qualitative case study approach, data were collected through in-depth interviews with UPP and Internal Supervisory (PI) personnel, observations, and thematic analysis of four PLK meeting minutes from the Strategis X National Strategic Project. Findings reveal that UPP personnel avoid sub-optimal "satisficing" by leveraging tacit knowledge, manifested as analytical engineering intuition. Furthermore, effective evaluation relies heavily on cross-functional knowledge sharing and risk-based guidance from the PI division. The study concludes that successful PLK decision-making requires synergizing individual empirical analysis with strict adherence to SKK Migas Working Guidelines (PTK) 007 and 069, thereby ensuring megaproject integrity and state financial efficiency.
