Abstract

The rapid advancement of digital technology has encouraged a shift in law enforcement strategies through the adoption of predictive policing as a preventive approach to crime prevention. This study examines the legal framework governing predictive policing in Indonesia and proposes an implementation model that aligns with the principles of the rule of law, human rights protection, personal data protection, and accountability in the use of artificial intelligence and big data. This research employs a normative legal method using statutory, conceptual, and comparative approaches. Primary, secondary, and tertiary legal materials are examined qualitatively to formulate legal arguments on the implementation of predictive policing as an effective, transparent, proportional, and equitable crime prevention strategy supporting digital transformation in law enforcement.
