Abstract

This study aims to analyse operational risk management at PT XYZ, a freight forwarding company, using the Enterprise Risk Management (ERM) approach based on the COSO ERM 2017 framework. While prior studies on ERM in logistics have generally focused on strategic or financial risks, research examining operational risk across the full receipt-to-distribution cycle using the five component COSO ERM 2017 model remains limited, particularly within Indonesian freight forwarding practice. A qualitative descriptive method with a case study approach was employed, with data collected through interviews, observations, and documentation. The analysis identified 12 operational risks originating from human, process, system, and external factors, including misrouting, damaged and lost goods, delivery delays, fleet limitations, warehouse inventory buildup, and system disruptions. Risk assessment classified these into 1 extreme, 2 high, 6 moderate, and 3 low risks, with fleet limitations scoring highest (20) as the principal driver of delivery delays and inventory backlogs. The study contributes a structured, stage-based risk mapping model integrating risk reduction and risk-sharing strategies through procedural refinement, fleet partnerships, and insurance offering a practical framework for strengthening ERM implementation in freight forwarding operations.
