Abstract

Abstract

The 2025–2029 Regional Medium-Term Development Plan (RPJMD) serves as a strategic planning document that guides regional development policies over a five-year period while functioning as a key instrument for strengthening regional resilience against economic, social, and environmental challenges. This study aims to analyze the optimization of the 2025–2029 RPJMD of North Padang Lawas Regency as a development planning instrument for enhancing regional resilience and to identify the supporting and constraining factors affecting its implementation. The study employed a qualitative approach using a case study design. Data were collected through in-depth interviews with stakeholders from the Regional Development Planning Agency (Bappeda) and relevant local government agencies, field observations, and document analysis of the RPJMD, the Regional Government Work Plan (RKPD), and other regional regulatory documents. Data were analyzed using data reduction, data display, and conclusion drawing, with source triangulation employed to ensure the credibility of the findings. The results indicate that the RPJMD has incorporated performance-based and participatory planning principles. However, its optimization as an instrument for strengthening regional resilience remains constrained by limited institutional capacity, inadequate integration of disaster risk and regional vulnerability data, and weak cross-sectoral coordination during the implementation phase. This study recommends strengthening a monitoring and evaluation system based on regional resilience indicators, enhancing the capacity of development planning personnel, and improving inter-agency coordination to support risk mitigation and strengthen regional resilience in a sustainable manner.
