Abstract

This study analyzes the transformation of accreditation policy in Indonesia through the establishment of the National Accreditation Board for Early Childhood Education, Primary Education, and Secondary Education (BAN-PDM) as a quality assurance instrument in Islamic educational institutions. The main problem raised is the disconnection between the administrative achievement of accreditation and the real quality of student learning outcomes and the integrity of the evaluation process in the field. This study is considered important to provide a new direction for the management of madrassas and formal Islamic boarding schools in harmonizing national standards with the peculiarities of religious values. The methodology used is descriptive qualitative research with a literature study approach and content analysis of the latest regulations as well as secondary data from national accreditation results. The results of the study found that the shift of the instrument from IASP2020 to performance-based IA2024 provides space for strengthening character and religiosity as primary quality indicators. However, its effectiveness is still hampered by the limitations of digital infrastructure, low internal quality culture, and the phenomenon of data manipulation for formal status. This study concludes that this policy transformation must be accompanied by the strengthening of an independent and sustainable internal quality assurance system to realize true public accountability.
