Abstract

Construction contract implementation plays a crucial role in ensuring that infrastructure projects achieve their objectives in terms of cost, quality, schedule, compliance, and sustainability. However, construction projects frequently encounter non-conformities, including quality defects, contractual deviations, project delays, documentation deficiencies, and regulatory non-compliance, which negatively affect project performance. This study aims to identify and synthesize strategies for managing non-conformities in construction contract implementation with particular relevance to the context of Timor-Leste. A Systematic Literature Review (SLR) was conducted using the PRISMA 2020 framework. Literature published between January 2015 and December 2025 was retrieved from major international databases, including Scopus, Web of Science, ScienceDirect, Emerald Insight, SpringerLink, Taylor and Francis Online, ASCE Library, and Wiley Online Library. Following the identification, screening, eligibility, and inclusion stages, 88 peer-reviewed studies were selected for analysis. The findings indicate that effective non-conformity management requires integrated contract management systems, quality assurance practices, risk-based compliance management, governance mechanisms, digital technologies, and green innovation initiatives. These strategies improve compliance, transparency, sustainability, and overall project performance, providing valuable guidance for strengthening infrastructure development in Timor-Leste.
