Abstract

The construction industry is one of the largest consumers of natural resources and generators of waste worldwide, with excavation activities producing substantial quantities of soil, rock, and sediment materials that are often disposed of without further utilization. The increasing demand for sustainable infrastructure development has intensified the need for innovative approaches that improve resource efficiency while reducing environmental impacts. Circular Economy (CE) and Green Innovation have emerged as promising strategies for transforming construction waste into valuable secondary resources. However, limited research has specifically addressed the integration of CE, Green Innovation, Life Cycle Assessment (LCA), and Life Cycle Costing (LCC) within the context of SABODAM construction excavation waste management.

This study aims to systematically review the existing literature on circular economy implementation in construction excavation waste management and identify opportunities for developing a sustainable framework applicable to SABODAM infrastructure projects. A Systematic Literature Review (SLR) was conducted following the PRISMA 2020 guidelines using peer-reviewed articles published between 2015 and 2025. The review synthesizes evidence related to circular construction practices, resource recovery, recycled aggregates, environmental assessment, economic evaluation, and green innovation.

The findings reveal that integrating CE, Green Innovation, LCA, and LCC can significantly enhance resource circularity, environmental performance, and economic efficiency. The study proposes an integrated CE–Green Innovation–LCA–LCC framework to support sustainable and resilient SABODAM infrastructure development.
