Abstract

Infrastructure development plays a crucial role in promoting economic growth, social welfare, and sustainable development, particularly in developing countries such as Timor-Leste. However, many infrastructure projects continue to face challenges related to limited stakeholder engagement, inadequate institutional capacity, and insufficient long-term sustainability. Community participation has increasingly been recognized as a critical factor influencing the effectiveness and sustainability of infrastructure development. This study aims to develop a conceptual foundation for a Community Participation-Based Civil Engineering Management Model for Infrastructure Development in Timor-Leste through a systematic literature review. The review follows the PRISMA 2020 framework and analyzes peer-reviewed articles published between January 2015 and December 2025. A total of 1,098 records were identified, of which 40 studies met the inclusion criteria and were synthesized. The findings highlight five key dimensions: community participation, institutional capacity, engineering management practices, governance support, and infrastructure sustainability. The proposed framework provides theoretical and practical guidance for enhancing infrastructure management and sustainable development in Timor-Leste.
