The Role of Instructional Leadership in Enhancing Learning Innovation Through Teachers' Pedagogical Competence: A Systematic Literature Review
Abstract
Improving the quality of learning has become a major concern in 21st century education, requiring teachers to develop innovative, creative, and student-centered learning practices. Learning innovation is essential for fostering critical thinking, creativity, collaboration, and communication skills among students. However, the successful implementation of learning innovation is influenced by various factors, including instructional leadership and teachers’ pedagogical competence. This study aims to examine the role of instructional leadership in enhancing learning innovation through teachers’ pedagogical competence. The study employed a Systematic Literature Review (SLR) approach by analyzing relevant scholarly articles related to instructional leadership, pedagogical competence, and learning innovation. The findings indicate that instructional leadership plays a significant role in strengthening teachers’ pedagogical competence through academic supervision, continuous professional development, professional learning communities, and the creation of a supportive school culture. Enhanced pedagogical competence enables teachers to design and implement innovative learning strategies, integrate educational technology, and apply student-centered approaches effectively. Furthermore, pedagogical competence serves as a crucial link between instructional leadership and learning innovation, facilitating the translation of leadership
practices into improved classroom instruction. The study concludes that sustainable learning innovation can be achieved through the synergy between effective instructional leadership and strong pedagogical competence. Therefore, schools should prioritize the development of instructional leadership and teachers’ pedagogical competence as strategic efforts to improve the quality of learning and educational outcomes.
