Abstract

The Digital Transformation of the Mosque Information System (SIMAS) in Realizing Good Governance in the City of Cirebon is driven by the phenomenon of “formalistic administration” and an implementation gap in SIMAS, where data is often static and does not reflect actual condition on the ground. The purpose of this study is to identify the extent to which the digital transformation od SIMAS has been implemented and to analyze the determining factors that support good governance. The analysis was conducted using Richardus Eko Indrajit’s E-Government theory, which encompasses three dimension: Support, Capacity, and Value. The method used was descriptive qualitative research employing in-depth interview observation, and documentation. The result of the analysis indicate that the regulatory support dimension (PMA No 22/021) is strong, but operational control remain weak. The capacity dimension in hampered by the low digital literacy of DKM administrations and the high workload of the KUA. The value dimension is not yet optimal because SIMAS is still viewed as an administration database rather than a tool for public transparency. The Ministry of Religious Affairs in Cirebon City is implementing mitigation measures through a “proactive outreach” strategy and by requiring SIMAS data as a prerequisite for assistance to ensure accountability. The success of implementing the central application of the Indonesian Ministry of Religious Affairs at the regional level is highly dependent on local policy support and the strengthening of digital literacy
