Criminal Justice Administration in Uganda: Comparative Insights from Indonesia on Law Enforcement and Courts
Abstract
The administration of criminal justice plays a crucial role in maintaining the rule of law and ensuring the protection of individual rights within a democratic society. Effective criminal justice systems rely on the coordinated functioning of key institutions, including law enforcement agencies, prosecutorial authorities, and the judiciary. This article examines criminal justice administration in Uganda through a comparative analysis with Indonesia, focusing on the institutional roles of law enforcement, prosecution, and judicial processes. The study adopts a normative and comparative legal research approach based on the analysis of constitutional provisions, statutory legislation, criminal procedure laws, and relevant scholarly literature from both jurisdictions. The research evaluates how legal frameworks and institutional arrangements influence the functioning of criminal justice systems. The findings indicate that although both Uganda and Indonesia have established legal structures intended to support due process and judicial accountability, challenges such as case backlog, limited institutional capacity, and coordination between criminal justice institutions continue to affect the efficiency of criminal justice administration. The study highlights the importance of institutional reforms aimed at strengthening coordination, transparency, and procedural effectiveness within criminal justice systems.
