The Effects of Public Service Transformation and Workload on Employee Performance: The Intervening Role of Motivation at the Pringsewu Regency Department of Transportation
Abstract
Employee performance represents a strategic element in ensuring the effectiveness of public service delivery, particularly within government institutions that directly respond to community needs. The Pringsewu Regency Transportation Department continues to encounter several challenges related to work output, service quality, the balance between workload and employee capacity, and employee motivation. This study aimed to examine the effects of public service and workload on employee performance and to investigate the role of motivation as an intervening variable at the Pringsewu Regency Transportation Department. A quantitative approach with an explanatory survey design was employed. The study involved 51 employees, with the entire population selected as respondents through a saturated sampling or census technique. Data were obtained through questionnaires, observation, documentation, and literature review. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS. The findings indicate that public service does not have a significant effect on either employee motivation or performance. In contrast, workload has a positive and significant effect on both motivation and employee performance. Motivation itself does not significantly affect employee performance. Furthermore, motivation does not function as an intervening variable in the relationship between public service and employee performance or between workload and employee performance. These findings suggest that appropriate workload management plays a more prominent role in strengthening employee motivation and performance. Therefore, the Pringsewu Regency Transportation Department should improve task allocation based on employee competencies and capacities, establish measurable work targets, and strengthen organizational support through competency development, achievement-based rewards, performance feedback, and adequate work facilities to enhance employee performance.
