Management of Regional Community Mobilization During Mobilization and War Emergency Conditions in Facing Hybrid Threats
Abstract
The implementation of national defense is guided by the Total People's Defense and Security System, involving all citizens, territories, and other national resources. As a universal defense system, its management inherently incorporates characteristics of totality and inclusivity. Utilizing a qualitative research method with a literature study approach and SWOT analysis tools, this study examines the significance of the government's role in expanding public participation in national defense efforts. Theoretical frameworks and statutory provisions specifically the Implementing Regulations of Law Number 23 of 2019 concerning the Management of National Resources for National Defense are employed as analytical instruments to evaluate managerial roles in preparing citizens for mobilization and wartime emergencies, particularly in addressing the challenges of Hybrid Threats. The findings conclude that strategic national defense management efforts, such as the formation of the Reserve Component, mobilization protocols, and the cultivation of State Defense Awareness (Bela Negara), are instrumental in mitigating the hybrid threats.
