Abstract

This study examines the evolution of governance structures and principles through emerging models of accountable, transparent, and sustainable governance using a Systematic Literature Review (SLR) approach. A total of 50 peer-reviewed articles published between 2021 and 2026 were systematically analyzed based on the PRISMA guidelines. The review focuses on governance theory, evolution of governance structures, accountability and transparency principles, sustainable governance models, and adaptive governance approaches. The synthesis indicates that modern governance has shifted from hierarchical structures toward collaborative, adaptive, and multi-actor systems involving governments, organizations, communities, and technological actors. The findings show that accountability, transparency, stakeholder participation, and institutional coordination are important factors in strengthening governance effectiveness and legitimacy. However, the literature also identifies challenges related to institutional fragmentation, coordination limitations, implementation gaps, and the need to balance technological innovation with responsible governance principles. This study contributes to the governance literature by providing a structured understanding of emerging governance models and highlighting future directions for developing more adaptive, inclusive, and sustainable governance systems.
