Abstract

Airport relocation can fundamentally reshape regional accessibility by changing the spatial relationship between transport infrastructure, population Centre’s, and economic opportunities. However, evaluating these changes requires more than measuring geographical distance or assessing airport infrastructure in isolation. This study develops a Geographic Information Systems (GIS) based framework to evaluate spatial accessibility differences between Adisutjipto Airport and Yogyakarta International Airport (YIA), Indonesia. Integrating network-based travel time, travel distance, service-area analysis, and opportunity-based accessibility measures, the study compares alternative airport locations across consistent geographical origin zones. Statistical analysis is designed to examine differences in accessibility and the relationships between accessibility outcomes, transportation network characteristics, transport mode availability, and the spatial distribution of population and economic opportunities. The analytical framework distinguishes objective, network-based accessibility from opportunity-based accessibility, providing complementary perspectives on the geographical implications of airport relocation. By applying consistent spatial units and comparable network assumptions, the study offers a systematic approach to identifying areas that may experience relatively favorable or unfavorable airport access conditions. Its principal contribution is a spatially explicit and reproducible framework for evaluating airport accessibility that connects transportation-network performance with the geographical distribution of opportunities. The framework also provides a basis for future extensions incorporating historical network data and passenger-level travel behavior to distinguish location-related accessibility differences from broader temporal changes. The proposed approach can support evidence-based airport-access planning, public transport integration, and the prioritization of transport investments in regions experiencing major aviation infrastructure transitions. The findings are intended to inform more spatially responsive and equitable regional transportation planning.
